Jacob Sullum -- Reason magazine -- License to Kill

"I think that we shouldn’t be in the business of assassinating foreign heads of state," says former House Speaker Newt Gingrich. "On the other hand, I think that we should be in the business of preemptively eliminating people who we have profound reason to believe are threatening to kill Americans."
And if those people happen to be heads of state? It’s hard to understand this solicitude for thugs who are so thuggish that they’ve managed to dominate an entire country. If Osama bin Laden somehow took control of Afghanistan, would he suddenly be off-limits?

Terror Experts Use Lenses of Their Specialties

The job of sorting out what is known from what is believed or wished, and then trying to make sense of events to an often- bewildered audience falls to a small cadre of journalists who make terrorism their beat. Right now, they are at the core of what may be the most important story of their careers. They can illuminate why it happened, who the country will fight and what Americans need fear.

A call has gone out for a Canadian cabinet-level position similar to the new Bush appointee responsible for homeland defence.
But Canada had such a cabinet position, created by trivia Prime Minister Kim Campbell and opposed and eliminated by Jean Chretien in and after the 1993 election. Doug Lewis was Canada's first (and last) Minister of Public Security.
In a 1993 speech, Lewis said "safety and security does not only concern prisons, police and domestic crime. It also concerns terrorism, illegal immigration and international crime. And it is in these areas that the new Department of Public Security will be focussing its efforts. In addition to the previous Solicitor General responsibility for federal police, security, corrections and parole, my new portfolio now also includes those parts of the immigration program relating to operations abroad, applications processing and enforcement. Eventually it will also include Customs responsibilities relating to border protection and control."

Speech by Fidel Castro Ruz, President of the Republic of Cuba, Havana, September 22, 2001

Cuba, the country that has suffered the most and the longest from terrorist actions, the one whose people are not afraid of anything because there is no threat or power in the world that can intimidate it, with a high morality Cuba claims that it is opposed to terrorism and opposed to war. Although the possibilities are now remote, Cuba reaffirms the need to avert a war of unpredictable consequences whose very authors have admitted not to have the least idea of how the events will unfold. Likewise, Cuba reiterates its willingness to cooperate with every country in the total eradication of terrorism.
An objective and calm friend should advise the United States government against throwing the young American soldiers into an uncertain war in remote, isolated and inaccessible places, like a fight against ghosts, not knowing where they are or even if they exist or not, or whether the people they kill are or not responsible for the death of their innocent fellow countrymen killed in the United States.
