The union has been running the house, called a dom tvorschestva, or house of creativity, for the last 11 years, but the building has been a focus of journalistic activity since 1920. Generations of journalists know the house, which serves as a venue for press conferences, seminars, lectures and conferences as well as a place where retired journalists meet. It also houses a restaurant.
After inspecting the House of Journalists, the ministry concluded that none of the space was being used as it should be. It informed the union that it has been breaking the rules, and that funds generated by subleasing surplus space cannot be used to subsidize other activities.
The ministry told the union that it wants its own subsidiary, Efes, to manage the building and to divert cash generated there to the federal budget, while all "noncommercial" activities would be able to continue at no charge.
